Along with this they have a giant like Warcraft. As for now, they have put on Steam Overwatch 2 and Diablo IV, they still have famous and popular Diablo games(I, II, III). Theoretically, if they would put Starcraft on Steam, they would lose some leverage to keep Battlenet, this is assuming that we don't know what are they trying to do and what's their next move, like what other games will Battlenet have in future.
Blizzard as a company is also negatively perceived by many people, one of results are reviews of Overwatch 2, just stating a fact, I don't know if it's part of their plan, because marketing has many faces, but if this is something bad for them, they might be reluctant to release games on Steam.
The question might be, why Blizzard want their games on Battlenet? Beside the fact that if they would migrate to Steam, some of their money would go to Steam, I don't really know because I don't work there(thankfully), would they gain more or less if they would release it here? No idea.
You might think, Steam is way better than Battlenet, I would agree, but you have to take into consideration that they do have a leverage, in Starcraft example, you can think of it as having a monopoly of Starcraft, there's not much of reason for them, to release Starcraft anywhere else(maybe SC1 on GOG, but this won't affect their "monopoly" probably), they own it, and almost any user that will want to play Starcraft(assuming they actually have the means), will buy it on Battlenet and play it there.
