[BUG] Steam Doesn't Use Video Hardware Decoding
Description
While on my profile, which has a moving background the CPU starts to be ramping up. On a closer look, checking the GPU, there is no Video engine activity, suggesting the background video is software rendered.
Later Edit: I've also checked the game videos from the Store, no hardware decoding there also.

GPU accelerated rendering in web views is ON.
Hardware video decoding, if supported is ON.

Hardware Video Decoding works as intended on the system though. Tested on Mozilla Firefox, Youtube H264, VP9 and AV1 videos.

I guess the it might be related to the embedded Chrome code Steam is using.

Platform tested
OS: GNU/Linux Fedora 38 KDE - latest updates
GPU: Intel Arc A750 - mesa drivers

I just tested the same on the old GUI engine, using -vgui option. The same issue, hardware video decoding doesn't work. So it's something that didn't work before either, I just didn't noticed it, because the GUI was smoother.

It's not my unique setup that's the issue, but the Steam client. I've just checked a video of a game from the Steam store on Firefox, it runs with Hardware Video decoding, and by the source name, it uses VP9 in a WebM container.

Have you checked if it works on your setup? I'd check on my older setup with nvidia but I have the gimped GTX 970 3.5 GiB fast RAM which can't even decode HEVC, while GTX 950 and GTX 960 can.

OK, then I'll post it on the Steam for Linux forums then. Sorry for posting in the wrong category. Maybe the person at Valve who is paid to moderate could have moved it. Then, again, I guess they are busy handling the trolls army.
