Not because I don't like them, but because they are of low quality.
And not denied - just limited; let peoples preferences decide, as I say.
But, you probably feel offended? With all respect, your own 7 screenshots not seems quite interesting - 6 out of 7 are the same character, in vapid situations.
That's just your opinion. And I'm not talking for myself here, I don't even remember uploading any screenshots. But there are plenty of people who enjoy taking screenshots and shouldn't have to be limited just because they lack the ability to take great screenshots. This isn't a photography site.

But if people takes 10, 15, 20, or 100 of the almost exact same screenshot, and publish them, they are not just bad in my taste - they are actually spam! And that steal place for those, who wants to publish real screenshots.
And it is not because, that if one hit F12 by mistake, ones screenshot is then automatically publish. One actually have to publish them oneself, active, via the local screenshot menu.
Yes, it is a matter of opinion and taste. And people may think a screenshot is good, that I think is bad, and vice versa. But again, to oppose against that people just publish a lot of the same screenshots, is not just a matter of opinion. It is, IMO, a relevant point of criticism.
A screenshot don't have to be a masterpiece (none of mine are). They just have to be relevant, in some way, for the common gamer - and not just for one self.
The screenshot function in Community Hub is meant to be a "show window" for screenshots - not that narcissistic people can spam it with a lot of unimportant and trivial screenshots, so they and their profile can be seen.
I'm not gonna argue that the system between uploading to profile and uploading to the game hub could have been done better, but limiting is not the answer as that would do harm to those who just enjoy sharing screenshots with friends.
No matter how much I hate senseless bombardment of the screenshot hub,I don't agree with any of your suggestions. People should be free to upload any and as many screenshots as they want, the people will upvote the good ones and leave the bad ones buried. The "most popular" sorting feature of the hub was made for this specific reason.
Of the three you cited in your opening post, the only good and legitimate screen shot was the one by Stan. The other 2 are actually art work and the last one was stupid.
How can you sleep at night with your 5500+ screenshots? :P

The problem with the "most popular" function, combined with the enormous amount of screenshot is, that new, good screenshots, almost never get a chance to be popular, or even visible.
I like to go into the Community Hub screenshots in some of my games, and sort by "most resent", to see what is new. But every time I get overwhelmed by all the indifferent spam that is. And if there are others who feel the same way, there are many good screenshots that never get the chance.

If you don't like other people screenshots, ignore them.
I've had times that I've been stuck on something that google has had no hits on. I've been happy to be able to wade through all those screen shots that you would have disqualified to find the one thing that would help me.
I don't have a problem with this, and I would hate to have even more stupid rules placed on steam.
So my vote is NO - steam does not need more rules especially not extra rules for screen snapshots that we might want to share.
