Rather than just give you a list of games, let me name off a few ways you can help yourself:
The older a game is, the cheaper it is; but since the game is the same as the day it was created, cheap does not equal bad. Games just drop in price as time goes on in order to attract more people. Try to expand your collection by finding "oldies but goodies." Classics like Portal, Mass Effect, and Bioshock regularly get discounted during special events (like the Holiday Sale that ended about a week ago), allowing you to pick them up for around $5. Even games like Skyrim, Deus Ex: Human Revolution, and Arkham City will go down to $5, despite the fact that they are MASSIVE games that will take days, even weeks to go through.
Utilize your Wishlist function. Even if you're not sure if you want a game, stick it on your wishlist. When a game goes on sale, you'll be notified, and you'll be able to decide whether the new price is worth it. My wishlist extends up to 30 games; I don't really want them all, but I can watch them just in case I get tempted.
Keep in mind that a terrible game is not worth playing, even free. Aliens: Colonial Marines, The Walking Dead: Survival Instincts... even if these games regularly come up for very little money, they wouldn't be worth playing if they were free.
Speaking of free, there are also a lot of good free games out there. Vindictus, Warframe, Planetside 2... these are online micro-payment games where paying gives you various boosts, but is otherwise optional. You can play these indefinitely for free, and you might find something you like amongst them.
That should do it for now. Other than that, people are always chatting about games, so keep checking up to see what people are interested in and you might find something you like too. You obviously won't like everything that everyone else does, and you might really enjoy an unpopular game, but listening to others can give you ideas.

Killing Floor(if your real young you may stay away from it) but its an awesome coop zombie game(the best in my opinion). And its currently the daily deal at $4.99 so grab it before noon tomorrow if you want it. It's usually $19.99. Wont mention any games higher than that.
Half Life and Half Life 2 are $9.99 each. And they happen to be 2 of the best games in existence.. if you havent played them I highly recommend you get them. They are both pretty old and the graphics are a little outdated but still excellent games none the less. Although again if your real young you may wait a while as there are some slightly scarry parts in these games.
Counter Strike: Global Offensive is $14.99 a really good multiplayer FPS.
Portal 2 is $19.99.. this is easily the best game of the last decade in my opinion.. only being topped by the Legend of Zelda Ocarina of Time for the best game of all time spot... again in my opinion. Its a great FPS puzzle game. Doesnt sound like much but seriously this game is incredible. And if you like challenging yourself, like a great story, an awesome villain and funny characters... I seriously cant speak highly enough of it.. Also not to mention excellent Coop play and tons of community made maps to keep you busy for a very long time... you cant go wrong with Portal 2.
Fallen Enchantress Legendary Heroes is currently on sale for $9.99.. if you like turn based strategy similar to the Civilization games.. this is a good entry.
Gunpoint is $9.99. The graphics arent much to look at but its a really great stealth/puzzler... I highly recommend it as well. Tons of community made maps to play through on this one as well.
Battleblock Theater is $14.99 its a great 2D platformer. Has HILARIOUS voice acting. And its a ton of fun if you've got friends to play with.
Hotline Miami is $9.99 and its an awesome top down shooter.
Dont Starve is $14.99 and its an awesome little survival game. Highly recommend it if your into survival games.
Tabletop Simulator is $14.99.. its an Early Access title.. but they could stop making the game now and it would be well worth the money. Basicly the game is exactly what the title implies. Its a tabletop sandbox.. you can play ANY board game on it. Games like Chess, Checkers, Monopoly, Poker, Candy Land, Magic the Gathering, Pokemon, Yugioh, Dungeons & Dragons... If it can be played on a table.. you can play it in Tabletop Simulator... It will save you the money and mess of actual board games...You just have to pay for the base game.. all the rest of the games that you can play in it come free fromt he Steam workshop community. And since it has multiplayer you'll always be able to find people to play with.
F.T.L. or Faster Than Light is $9.99. Its an excellent 2D space ship sim.
Tropico 4 is $19.99.. Its an awesome city builder/strategy game. Its my personal favorite city builder. Liked it a lot more than Sim City. You can get Tropico 3 at $9.99 and Tropico Reloaded at $6.99.. havent played either one but I've heard they are good. If they are anywhere near as good as Tropico 4 they are well worth the money.
Magicka is $9.99 its a really fun isometric ARPG with a great sense of humor.
Roller Coaster Tycoon 3 Platinum is $19.99... Pretty old these days but its still one my favorites and has a ton of replayability. If your not familiar with the series you build and manage theme parks. You can build and ride your own rollercoasters and make them however crazy you want them to be. Its a TON of fun... its another Highly recommended title in my book.
Arma 2 is $12.99. The Arma series are the BEST military sims there are. Arma 2 has great graphics, awesome multiplayer, and a good campaign.
Evil Genius is $9.99 its an awesome stategy game where you build your evil underground layer, fight off spies and terrorize the world... its a little old now but again still a REALLY good game.
I'm gonna stop here as I dont know what kind of budget you have to work with. But these should give you plenty to look at.. majority of the games on this list are exceptional and you wont go wrong with any of them.
But since your new to Steam I'll give you a couple good rules to go by.. dont just jump and buy stuff not on sale. Steam has tons of sales. There's a daily deal everyday and its usually a pretty good game for really cheap. So after you've got a few games in your library just sit back and check the daily deal everyday and spend some time in the specials section (where all the current on sale games are) and just try to grab stuff at good discounted prices.
Be careful buying Early Access games.. These are games that are still in development. The Developer is under no kind of contract saying they have to finish the game... So just because a game looks like its gonna be great doesnt mean it will be.. just keep an eye on it see how often updates come and how well the developer communicates with the community before buying. I've had a few very bad experiences with Early Access and I'm very cautious about EA games now. I think most would agree. This doesnt mean they are all bad though.. there are some good ones out there that are worth buying now in there current state... Kerbal Space Program, Tabletop Simulator, and Prison Architect are 3 really promising EA titles. Although Kerbal Space Program and Prison Architect are a little more pricey and probably wouldn't be in most peoples book of "cheap". But Still they are both worth every penny especially Kerbal Space Program.
Steam has big sales throughout the year... you actually just missed the best one.. the winter sale. It usually comes just before christmas and ends after new years...No one knows exactly when the sales are gonna be but they never fail to come. There is a winter sale, a summer sale, and a fall sale.. I think there is a spring sale as well.. do some googling find out about when the sales usually come and dont buy anything in the weeks before they come... as you can save some serious cash on these sales. Seriously they are absolutely awesome sales and are probably the biggest reason why steam has the huge amount of customers that it does.
And always read reviews and check forums before you make a purchase.

Also even if a game runs at minimum specs for your machine, one day you will most likely upgrade get a 2nd better graphics card or a better machine and all your games will be transferable.
Note that on each game storepage there's information on recommened/minimum specs, also in that game forum you post your machine specs, can ask if it will run the game.
Tre*cough*mor Games sells games for Tremor coins, which you can earn quite easily by doing different tasks.
Garry's mod is a good one. It does go on sale pretty often though.
