What's the deal with many Japanese fighting games being Steam store exclusive?

It seems like a lots of fighting games made by Japanese companies are being sold by Steam only.

Biggest western ones on steam are those 3 at least.

Also Japan makes way more fighting games that get released here than most other countries and they just get ported to PC, some terribly and some nicely.
