Are Gems even worth the amount of work/ money needed to make any more?

1k Gems at current are 1.26 to 1.28 about. some games around around 1k gems others way overpriced. so why are people still doing the damned thing when its getting clear theres no profits or discounts anymore in buying them? could be buy cheapish and sell...well with valves cut probably less money...so small profit?
