Report a translation problem
- Ensure you're entering in your password exactly as you set it to begin with, if you use caps, or not, and anything else.
- Ensure not using any 3rd party apps to mess with steam, or files & permissions.
- Ensure your clock is set to the correct time, even VPN/proxy can cause this issue.
- If client file the issue, head to where steam installed, delete everything except for Steamapp folder, and Steam.exe file, once done run Steam.exe and see if it resolve.
There's also the possibility of a false positive, if multiple people share the same public IP address.
This is assuming the "e" is just added by Steam, to indicate "error". If it's actually part of a hex error code, which means 3716 in decimal, then I have no idea what it might mean.

All the things I listed is to remove any other faults that might be the issue. As you said your father failed too many time which place cooldown before can login, so wait couple hours before trying again.
Reason for this is to stop people from trying to brute force into people account that point of this cooldown.
