Of course waiting for sales would be a good idea. I agree Reboot, that makes sense.
1) Games have never been cheaper when accounting for inflation
2) Reducing price does not necessarily correlate with increased sales to justify that price decrease
3) Games are expensive to make
''Games are expensive to make'' This statement is also true, but games also make a lot of money, many argue that they make more money than is needed so they could actually drop the price to make it more accessible. A AAA game and a blockbuster movie both cost roughly the same amount of money to make, however a movie ticket is about 1/4 - 1/6 the price of a video game and games usually make a larger profit margin than movies, this is yet another reason why people think games should be cheaper. And finally, one of the biggest reasons why people say games are expensive is because if you live outside the US you get screwed for buying games, companies cannot seem to do currency conversion correctly, and if you live outside the US you get ripped off for pretty much any electronic device/digital media.
And look at Steam Sales, the games become a lot cheaper and they sell loads, the while reason we have sales is so they can move units quickly, companies should strive to make their products as cheap as possible as it exposes more people to the product and the consumer saves more money. There is no disadvantage to lowering the price of the game, doing so means the consumer wins, and that is never a bad thing.
What's the problem? Just wait for a sale if you find the prices too high. Premium experiences comes with premium price tags, this isn't the android app store or iOS store, where games are a bunch of match 3 gems that takes a day to make.
Modern games worth anything takes years to make with budgets in the 100,000 to 1,000,000+ USD, how will the devs make their money back pricing the game too low?
Also your comparison is massively flawed, the movie industry is much more established and much more widespread than then entirety of the gaming industry.
So what's the problem? You get to buy shady keys for cheap and the world keeps spinning where devs can charge whatever they want for games. It's a free market after all.

Also G2A isn't shady, people sell their CD keys on the site or G2A will but batches of keys and sell them, don't forget G2A is also sponsored by a lot of people/
Sorry buddy, if steam censor's the store, it's shady, end of story. Here's a few that aren't shady ; amazon, greenmangaming. Oh what you do you know, they aren't censored.
