It may not be totally complete, I don't know.
Possibly what i have already done is probably as good as i can hope for. Starting steam maximised means unmaximising needs to be resized to what ever shape or size chosen. The resizing arrows do work i just did not hover mouse cursor over the edge enough after unmaximising
So, I always try to keep it in the smaller window mode before shutting down Steam.
Another bug with the program.

No, these are launch options for the Steam client.
Game launch options will vary by game, but there is a list of some common ones and how to use them here :

However, to really see the most up-to-date options, you need to launch Steam with -dev, and go to console and use the find command to search. I found a couple there that weren't in that gist.
However I don't know how you would generate such a list automatically.
I definitely suggest to make the steam client open source!
Let US have the source code to finally get this client into the useful platform, it should be a long time ago.
