If the answer is yes it is because you have the game on Gamepass, not Steam.
Contact Steam Support, link it and ask why.
Posting privileges: Only players who own Crusader Kings III are allowed to post in this forum.
Correct it is now set for only owners of the game on steam to post in this thread in this sub-forum.
Steam support will not be able to change this as this was set by the publisher / developers in there own hub.
It sounds like you posted a problem outside of the correct forum before it got moved there.
If you require tech help you will need to post on the location where you bought it as steam forums are not free to operate for moderation teams and you need to be a customer on the correct forum to get help there in a lot of places and many games require that option in steam forums to prevent spam.
Try posting on the xbox game pass forums if there are any or their website forums or discord.
