Both Steam and Epic are stores that sells games they don't own. Those games can be on any platform the IP owners wish.
Half-Life, Counter-Strike, Left 4 Dead, Valve owned games aren't on the Epic Game Store, and Epic owned games like Fortnite aren't on Steam.
This is like asking, why doesn't Burger King sell Big Mac's and why doesn't McDonald's sells Whoppers. But then questioning why they both sell Coke, because you don't know that Coke isn't owned by either.
