Its a mod. Its super rare that mods get their own store page, i really can only think of one and thats "Enderal" which is a total conversion mod that uses the Skyrim engine and some assets but otherwise is a completely standalone RPG in another setting.

But "Skyblivion" is just a 1:1 remake of Oblivion in the Skyrim engine, i doubt that BETHESDA would allow that to be available on the store as a separate store page.

It's it's own seoarate mod for Skyrim Special Edition and Oblivion and its DLCs...

SKYBLIVION will be 100% FREE, but in order to play, we require our users to own both Skyrim: Special Edition and Oblivion including the DLCs. Without these requirements our installer will not install the mod.

I mean, Enderal does the same, you have to own Skyrim Special Edition to install the game on Steam since it uses that games assets.
So that is technically not a hinderance getting a mod on Steam.
That its just a remake in another engine is much more the issue why we will not see a separate store page for it.
With Enderal it was really a special case with many of the Bethesda devs being huge fans of the project and they still had like 2 years of negotiations before they were able to put it on Steam.

Mods do no get their own Steam pages. It doesn't work that way.

Find where you get your mods or where that mod is hosted, ask there.

The main difference is that Enderal is an original story/world. Oblivion has a story and world owned by bethesda.
