Can’t run games without administrator

Can someone explain to me why those might be issues with updating or downloading games when steam isn’t on administrator.
While it is on it runs as expected and I can run any games and updates I want
If it isn’t on then I have to reset my computer to have any hopes of running games at all and or updating them

Where exactly is Steam installed?

its on an internal storage extension, like a wd black hardrive

Steam CANNOT be installed in ANY file structure of Windows.

like steam cannot be downloaded on the windows storage or cannot be downloaded on an extension

You installed insides of a protected part of windows, or the games have kernel level anti-cheat and will not run without admin rights.
