Check out the other theads, it seems the games are capped at 1900 which it is and most games are over 50+ so if your level 39 and lower you wont be able to join any game until they fix the issue.
Alot of people are having this issue which is mentioned in quite a few threads now.

All my friends currently in games (that I can't join because they're above level 10) are also simultaneously playing other (real) games on Steam.

So if like me you're not in, don't expect to get in. Seems everyone who is knows that if they log out they're not getting back in again, so everyone's letting the game play itself.

Same I was able to join a game but I was trying to kill a level 60 monster and couldnt do anything. Since I was level 1. Died real quick. So I got out to start my own and now I can't get in my own game or someone else's.

My friend opened up steam for the first time since the update just a second ago and he was lvl70 and already in a game. He hasn't touched steam since the sale started but he's already in and able to play.
And i'm just sitting here as a lvl0 with every single friend way over lvl50 not able to join.
