Steam emoticons are Valve's version of emojis.
1.) there are often tiny and hard to see what they represent
2.) You have to buy and play the game that they are associated with for 2 hours before you can even purchase them with points, meaning the more useful ones are not readily available
3.) the Larger stickers would work better than the emoticons, but they do not work on the forums
Actually you can just buy any emoticon on market, that is as long as the game is not banned/removed from steam store.
