Report a translation problem
You might need to "go premium" for whatever game you're trying to do the trade in.
Your steam account itself might not be premium/unlimited.
There is usually a cheap(but money based) way of unlocking the full potential of your account.
I presume you don't have any trade or community bans(else you wouldn't be able to write on the forums).
If your account is currently limited in any way then you can only accept incoming trades from others rather than start them. Thats probably how the one you said that happened on the 15th was done.
There is a 4 hour cooldown if you did before you can trade again.
The unfortunate part about the new profile name change trading cooldown (4 hour cooldown every time you change your profile name) is that page (linked below) will only state, "we have confirmed your account is unable to trade" generic message. Leaving people wondering wtf is going on.

The error while you trade during this cooldown is error (34).
It took a while earlier last year to figure out Valve silently added the new cooldown.
