In Skyrim you can play as a werewolf, or vampire (dlc required for vampire).

Some other games: The Darkness II, Legacy of Kain: Blood Omen 2, Lucius series.

Monster is a relative term. Just choosing a morally evil path can qualify as a monster too, in which case the Infamous games, Dishonored, and even Detroit Become Human would count.
