I want to change my profile background, but i need a new design for the new background

Is there a tool that can help with the design?
Knowing that i have the necessary images, separated from each other

Also, do you have any suggestions other than "welcome to my profile"?

There are plenty of ideas. For example, you can add rotating images, animated GIFs, or even a full-fledged comic

Like in my profile, I just took pictures from the internet, made them into a gif, and they alternate between each other

you mean a steam profile background or artwork showcase suggestions? profile backgrounds you only get them by leveling up badges or getting them in the points store. For your artwork showcase, it's up to you, could be a style that matches said background or whatever.

When you upload this stuff, do you check the box under “Permissions and Ownership” to indicate that you created this artwork yourself?

I check the box that they're mine, and there's nothing wrong with that. I use other people's work simply to display it on my Steam profile, not to make money

A tool like steam.design is helpful.
In terms of making it more personal or designing your own stuff, I'd suggest working with photoshop. Affinity and GIMP are great free alternatives

I want to animate it professionally and aesthetically and place it on the background i have

15 usd, + 5 if you want it without the watermark, the site has good reviews and it's not old. I won't give you the name since I don't want to get banned, but you can search steam artwork on google.
