Have you brought this proof to Steam Support directly or one of Valve's higher ups?
They are aware of it and will probably go full on disappointed Picard Facepalm Meme every time this comes up.

Not sure if this is
a) info they can actually use, eg. if steam request purhascing history as proof, then this is valuable
b) just making sure is this account valuable enough
c) All of the above + If the person is gullible enough to give that information over freely, they can move on to asking for the account name, password and guard codes.
In reality the code is for changing something on the account instead, so they dont need password or code.
And the purchase history is a way to ask for the username, without asking for it. To start the malicious action, which they need the code for.
