You can only use backgrounds that are provided by games. Which means you either get them by finishing a complete card set of a game and crafting it into a badge (which results in rewards: xp, emoticons and backgrounds, maybe coupons)

Or you can buy them from the steammarket. (Prices varry of course)

Complete card sets and level up, you have to reach level 5 or 10 (forgot) to unlock the option when you edit your profile. Finishing the card sets from games will give you the backgrounds or you can just buy them. GL. http://steam.tools/backgrounds/#/
