It was recent, but it still happened. I tried de-escalation, and I tried letting them know anything they said to me could very well go into the doc, and they relented. And since it is still going on, and they are still doing it, I want to make sure my document makes it to Steam so it can finally end.
report, block, do not respond, move on.
if you are expecting an IP ban, those dont work since you can change IP in a matter of seconds.
I made this thread to try finding a stepping stone to jump off of, but if every response is going to end up being "that's not going to work", I'll delete the thread. Not to sound like I'm backed into a corner or anything. Just that a thread where "you can't do anything about ban evasion" isn't really too helpful for dealing with ban evasion.
That's why I wanted to contact Support. There's no way Valve refuses to do ANYTHING about ban evasion if you can change your IP as easily as Wolf Knight said.
They're not being banned from Steam.

They're being blocked by people, but they keep making new accounts.
It's simply not possible for someone to make 50 new accounts randomly after they all get permanently banned from Steam.
Well, I'm not exactely sure what Valve could even do about this.
The issue there is that it isn't ban evasion. It would be if Valve barred banned people from making new accounts, but they don't. Given the vast scope of the platform I can't imagine how that would even be possible. They would need a way to actually indentify the person making the account.
IPs are indeed easily changed, even more so for people with dynamic IPs. Different email address and basically, there is no way for Valve to know if any given account that is created has been created by the perpetrator and so there is no way to ban a person from Steam outright.
I understand that is not really helpfull, but as I currently understand the situation, this is what it is.
(And I didn't start blocking them 'til mid October. New accounts kept being made, though, so that's another reason why I assumed ban evasion.)
I think he's talking about harassment of his friend by another party who keeps bothering him.
I think so, yes, harrassment and abuse is punished by blocking the community features if I remember correctly.
If they try, just report with accurate information and that's it. Don't respond to them, keep them blocked etc.
