How do I go about handling a ban evader?
Back in September, I saw someone being followed and harassed by several accounts. I made contact and, with their help, put together a Google Doc with conclusive evidence of harassment and ban evasion. The accounts were banned, but they just kept making them. More bans, and yet more bans. It still is continuing. The Google Doc is up to 43 pages even with me no longer replying.

Reporting does work, but ultimately, they just make more accounts. They started posting frequently on my screenshots last month, and they even started necro'ing posts in threads I'VE made to scream at me.

I don't mind dealing with them, but since my friend's harassment has yet to stop, I want to officially contact Steam Support and deliver my Google Doc. Ban evasion to harass going back over a year? I don't know why the IP hasn't been noted down thus far.

Report and block doesn't work when they can just make new accounts, and Steam's Community Guidelines about reporting problematic people and not contacting Steam Support doesn't work when they don't care about accounts being banned. How would I go about making contact to get this resolved?

Report, block, ignore, do not engage with them and move on.

And probably don't make threads like this only to add fuel to the fire, if they truly are following you and your post history.

Like I said, that doesn't work when they just make a new account or two. That's why I'm asking about it. I'm fine with making the thread because I don't really care about them trying to follow me. It's just more proof.

Stop engaging with them.

I see you are just fueling the fires by engaging in threads and in your comments section of your screenshots.

Let me repeat this again, stop engaging with them.

I have previously. The last time I said anything to them was on that last screenshot. I left one comment after they necro'd an old thread explaining to passerby what was going on but did not say anything to them, and I have not replied to them since.

It was recent, but it still happened. I tried de-escalation, and I tried letting them know anything they said to me could very well go into the doc, and they relented. And since it is still going on, and they are still doing it, I want to make sure my document makes it to Steam so it can finally end.

you still responded to them. dont respond to them means just that, NO RESPONSES AT ALL. you simply report, block, move on. if you want to see them stop, you have to starve them of what they want, attention. if they are not getting it, they move on. if they are getting attention from you, they will keep coming back. stop responding to them.

report, block, do not respond, move on.

if you are expecting an IP ban, those dont work since you can change IP in a matter of seconds.
This seems weird. Because if anyone was doing this for over 50 names, Valve would be able to tell quickly and nuke them out.
As inconvenient as it is, I'm not the "just ignore them" type of person. I step in and try to de-escalate when I can. I stand by what I've done prior, but I have started ignoring what they've said and do plan to continue so.

I made this thread to try finding a stepping stone to jump off of, but if every response is going to end up being "that's not going to work", I'll delete the thread. Not to sound like I'm backed into a corner or anything. Just that a thread where "you can't do anything about ban evasion" isn't really too helpful for dealing with ban evasion.

That's why I wanted to contact Support. There's no way Valve refuses to do ANYTHING about ban evasion if you can change your IP as easily as Wolf Knight said.

The thing is, it's not ban evasion.
They're not being banned from Steam.

Unless I misread.
They're being blocked by people, but they keep making new accounts.
It's simply not possible for someone to make 50 new accounts randomly after they all get permanently banned from Steam.

Well, I'm not exactely sure what Valve could even do about this.

The issue there is that it isn't ban evasion. It would be if Valve barred banned people from making new accounts, but they don't. Given the vast scope of the platform I can't imagine how that would even be possible. They would need a way to actually indentify the person making the account.

IPs are indeed easily changed, even more so for people with dynamic IPs. Different email address and basically, there is no way for Valve to know if any given account that is created has been created by the perpetrator and so there is no way to ban a person from Steam outright.

I understand that is not really helpfull, but as I currently understand the situation, this is what it is.
Yeah. And this really sounds like Blocking evasion not ban evasion.
They told me themselves those accounts were banned, hence why they kept making new accounts. I guess that makes me a fool for believing it. But even if that is the case, that means Steam has done literally nothing for three months.

(And I didn't start blocking them 'til mid October. New accounts kept being made, though, so that's another reason why I assumed ban evasion.)

How are they doing it? just remove them from the friends list and they can no longer send messages... what other way are they directly communicating to you ?
Yeah. But it's literally not possible to make that many new accounts after getting permanently banned.
I think he's talking about harassment of his friend by another party who keeps bothering him.

I think so, yes, harrassment and abuse is punished by blocking the community features if I remember correctly.
If you keep acknowledging them, they'll keep trying. Report them, block then, move on and do not engage. Make your profile private.

If they try, just report with accurate information and that's it. Don't respond to them, keep them blocked etc.
