You download the file to "skins" folder where you have Steam installed.
Example: C:\Program Files\Steam\skins
The you use 7zip or WinRAR or whatever you have to extract the file you downloaded.

I found out before this, and you don't need to use 7zip or WinRAR.

I would say it depends on the file, zip, rar, 7z, etc.

True. If it's a zip, just right click it and press extract.

From that page, download his thingy. i think it was jar file. it runs directly.
Run it and you will see a list of themes to choose from.
After you choose one from the list and install, all there is left to do is open up your steam. click settings. click interface. choose from the list. click ok. it will tell you to restart steam. voila. no biggie. personally i like blue pulse and pixelvision. air is also nice. steam compact is good for smaller monitors. it's pretty.
