Stuff that these people might send you (links, spam etc. pp.) might be.
And make sure that you're adding these people from an actual Steam-page and not some fake look-alike page which is used for phishing account details.

Actually if they only start voice call, you dont even need to answer or anything they can get your IP with that, pretty much do a lot of things if they are skilled enough. Had once problem with one guy, ddos, some info leaked etc. So its not 100% safe, if you want some "safety" atleast check how many friends they have and what level acc is. Sure that doesnt mean anything but again.. And ofcourse based on your activity on forums for particular games check are they related to those games aswel.
When I get random friend request, usual my instant respond is "Hey ?", if I dont get respond in minute or two I remove them, or especially if they are offline as soon as they send request.
