Family Sharing between 3 accounts (how to pick whose library to borrow?)
I have 2 PCs, 1 and 2.

On each of these there are 3 users (all of which have a Steam account), A, B, and C.

One of the games is purchased by two of the accounts A and B (both own a copy).

User and A and B both share their library with C.

When A plays the game on PC 1, C cannot launch or borrow it on PC 2, even though it's also shared by B and B is not currently playing it on any device.

How can user C select which other user's (A or B) library to "borrow"?

Family Sharing picks which library to use and that leads to headaches.

Only other way around it is SFS Select...

You all should use it.

Windows seems to blocking sfs-select.exe with its virus scan, for the .exe containing "VirTool:MSIL/CryptInject". Anybody else have this issue?

Nope. Been using it for years without issues.
