In order to buy trading cards, you have to buy them from the Steam Market -- which you can't use without a purchase.
And no, it doesn't count as a direct purchase either for the 1 year rule. However, the $5 rule doesn't apply to the 30-365 day rule. It can be a purchase of any amount, but it has to be direct from Steam.
Anything that BRINGS money INTO Steam counts as a purchase for limitation purposes.
Buying a card does not count, as it only moves money already inside steam (wallet)
Adding funds to purchase the card does count, since it brings money from outside into Steam.
