If the devs announce it beforehand that it is being delisted (which they usually do) then you know when to buy it.

No list. Game devs/publishers decide themselves when they delist a game, they sometimes announce it. For example the developer of the game Beacon announced it: https://store.steampowered.com/news/app/856610/view/4588692479126127156

If a game is banned by Valve, and thusly removed, it certainly isn't mentioned beforehand. After all, such a removal is a punishment and the game devs obviously aren't getting rewarded with extra sales beforehand.

You can't. Isthereanydeal only lists legitimate stores, no scam stores. Publishers generally delist a game everywhere -- and besides, they can't get Steam keys for a game that's not in the Steam store: Steam might be nice enough to give them free keys, but they are not THAT nice to give them free keys and their entire platform for a game that's not even in the Steam store.

A delisted game is a delisted game. Live with it, and play something else.

delisting thread so you can get notified before they disappear, for the most part. Sometimes it's just instantaneous
