And one more thing that I didn't know until yesterday, you can buy different backgrounds from Steam Market. Some of them are very cheap, for example, Starry Night (animated background for Dota 2) has a price of 2000 Points Shop, which you can buy in Steam Market for only $0.10.
To buy backgrounds in the Steam Market, first enter the Market page, then click on "Show advanced options" from the right menu, then select Steam from the top bar, then click Backgrounds, and finally click Search. Now all you need to do is write the name of any game you want in the search field so that the backgrounds of that game will be displayed if there are any. I tested it myself for Crysis and Path of Exile and it worked. Usually, the price is lower than the Points Shop, and of course it is tradable.
