Reporting may have an opposite effect to what you want to achieve.
Not only that, those same people will then come to this forum complaining that their pfp was banned. And then we have to listen to their complaints again.
As for Steam, punishments are RARELY permanent. For example the first username/profile picture ban is often only 24 hours.
It's just phase kids have to go through. Sending Valve employees after 13 year old kids to tell them that they cannot post Hitler online just seems silly.
And not to mention, I was 13 years old. I never thought it'd be cool to post Hitler around.
In many parts on the planet outside of your own country, you may simply use such symbols in movies, games, comic books, etcetera. And it's no big deal. People will just laugh about it, because they consider it satire or theatre. Something to laugh about and make fun off.
I've seen at least a few examples of that exact interaction on the Steam forums in the past week.
You can just do that. No big deal. They may send a camera crew after you, but that's about it.
