What is this so called "Jester" and how do I get it?

And why does everybody seem to hate it?

It's one of the awards you can give content on steam, like reddit awards.

People hate it because some people make really stupid or really controversial posts just farm awards and steam points.

How did you come to the conclusion that everyone hates them? It's a reward given to a comment somebody found funny.

They're just one of the many Steam awards users can give to posts.
People hate it because its existence has resulted a huge number of rage bait threads being created to farm jester awards for steam points.

That's what the Hilarious reward is for.
I imagine the intended use for Jester was what you said, but most people have defaulted to considering it a mark of an idiot making a clown of themselves.

The jester award isn't liked because it's basically an award to invalidate the poster kind of like saying "I think you're a clown".
