You won't find it on the webpage.
Select the library as your favorite window and that is where steam will go when you start steam. Useful if you usually plan on playing games rathers then finding new ones when starting steam.

It been awhile since been on steam. I wanted to re-download a game from my library which i can't seem to find. help
(This link would only work if you're logged into Steam on a browser. So if you're on an external browser you may need to log into Steam first.)
If you're looking for the Library feature of the Steam client, you should be able to get to it by clicking "LIBRARY" at the top of the Steam client. You can also change settings so that the Steam client opens to the Library automatically on launch.
If you're looking for the install location of the games in your Steam library, the most basic location is inside your overall Steam installation directory. On Windows, it defaults to something like C:\Program Files\Steam, but whatever the install directory is, if you go to it, you should be able to find it inside Steam\steamapps\common where you'll find a list of folders with game names (if you have games installed on that computer).
