is there any first person shooter or third person shooter where u gain experience from monster kills and loot and can upgrade ur gear ?

i saw some popular streamers play it before but i dont know / or forgot the title of the game.
like they refer to being "maxed" in the game with best gear (legendary) or something, what game is that?
