Does anyone actually have an email contact for Valve/Steam?
Don't seem to be getting anywhere using steam support.

I've asked them for a UK postal/email address for legal enquires, but steam support seem to refuse to want to give me anything.

Does anyone know of one?

What legal enquiries? The Steam Subscriber Agreement has information regarding arbitration etc. You can access it from the top menu. Help -> Steam Subscriber Agreement.

For copyright issues, you can find the info from the top menu. Help -> Legal Information.

Guess I'll have to report it to trading standards then, seeing as I can't get hold of anyone to raise the issue with.

All of Valve's contact info for legal matters is provided in the Steam Subscriber Agreement

Valve does not handle legal matters via email, nor are they legally required to.

So, yes they do have away to raise your issue. You are just choosing not to use it.

I would suggest hiring a lawyer so you can understand not only your legal rights, but Valve's as well.

That's probably the best way forward. They'll have far more influence with Valve than an individual will.

Gaben gave his work email address in the Portal Games. I'm sure it's a gimmick email address but I do believe he's the type of owner that would go and read it.

Wonder if OP's desire to contact Steam in person and not through support has to do with behavior pertaining to a game hub or not.

Email is a perfectly legal way in the UK to serve documents on a respondent. Court themselves will often serve documents by email.

But thank you, I was looking through the agreement early and found that address.

Here in the UK they're called solicitors and they aren't required if you're a litigant in person.
Litigants in person get assistance from a barrister and the Judge for free, they aren't required to have a thorough understanding of the law, nor are they responsible for the respondents legal fees.

I've found Steam to be in breach of the UKs GDPR article 6, (lawfulness, fairness and transparent) so nothing sinister that would actually require a solicitor anyway.

I've tried contacting support on 2 separate occasions to address this complaint, both times they're refused and closed the ticket.

This in itself is also a breach of the UKs GDPR as they have very specific obligations when they receive a complaint regarding a potential breach.

I can send a letter, it's not a problem.
