Just turn it off. It's a back-up service that runs online. So it can never be repaired by us.
If you want, you can manually backup your saved files as I suggested. This is advantageous, because if you not use the back-up tool, it cannot malfunction.
In case you need to use it to make an online back-up, then just turn it on for one time, make an online backup, and then turn it off again.
Lastly, when your online files are corrupted and you need to remove them from the server, run the game, press alt+tab, delete your saved files from your hard drive by using a file explorer, (Always make back-ups before you delete something,) then go back into the game, and then exit the game. It should successfully sync and remove any corrupted files, because there are no files to sync them with.

This can't seriously be a bug that everyone has, can it?
Apparently, the save files for this game are very large, so it simply takes a ridiculously long time to upload your saves, as these people have also experienced:

Turning it off could help, in the sense that it would stop using the online storage for saving your files for this game.
You can right-click on the game title in your library, then properties, then cloud, and then turn it off for this game from there. Most people seem to have gotten around this issue by disabling it.
