Report a translation problem
It is basically like trying to put a end to banking fraud and scams , these are also unstoppable.
NEVER follow instructions to speak with someone claiming to represent Steam Support through Discord or any other chat system, even if they come from a friend's account.
There's no such thing as a false report that you need to take steps to solve. This is a scam.

That's why Valve warns you.
Report the account and move on.
Valve can do only so much when it's not on their service. Discord also needs to clamp down on scams on their own service.
You can't put an end to it. You get rid of one guy, another one takes his place. There will ALWAYS be scammers so long as those types of people who partake in these activities exist in this world and given humans are very flawed- Yeah its just not going to go away no matter what.
Just report the scammers involved through the correct channels and move on with your life till another one steps into your view and then repeat the process all over again.
