steam is not a bank. wallet funds are STORE CREDIT ONLY.

you can refund wallet funds if you added them recently and DID NOT USE THEM at all.

any attempt to "cash out" your wallet funds is DO AT OWN RISK, you get scammed, support will not assist you nor will scammed funds/items be returned.

Most stores don't let you convert store credit into money. If you know one that does you should only shop there, Steam isn't that store.

You can, through third part websites..., proceed at your own risk with those.
Maybe you can get like 50% of them money back.

It's not risky to trade with trade bots items, it is risky tho to trade on gambling sites, which happened to result in multiple accounts banned, innocent or not.

It's not risky to trade with trade bots items, it is risky tho to trade on gambling sites, which happened to result in multiple accounts banned, innocent or not.
Trading outside of the marketplace period can result in a trade ban.

Valve literally provides you with the ability to create an API key so that you can use 3rd party websites to buy/sell/trade outside of Steam. They recognize that in order to keep the several billion dollar skin economy in a healthy spot, there needs to be an uncapped free-market outside of Steam and its $2,000 wallet limit.

They do have "gray area" language in ToS; but that's really for gambling, gambling site suppliers, scammers, Steam market manipulators, Steam profile beggars, etc.

Its in the TOS that any commerical activity with your steam account is not allowed, also third party websites fall under this rule, but in recent history valve never did anything and never really enforced this outside of gambling websites, they just have it in their TOS that they can act if they need to, its standard practice in corporate world and legal matters, theres a ♥♥♥♥♥♥♥ of actual laws irl that exist but nobody cares about them as they arent enforced

API aren't meant to be used by trade bots, it's for developer tools for inventory management, tying into achievements, etc.
