As for individual game cheats you either report them to the place the game has to file any such reports on their end or nowhere as any game that uses a anti-cheat is usually automated more so then anything and reports by individuals are usually not verified enough to do anything about.
Achievements have always been used for personal use and not something officially regulated by almost any game dev either except a very few.
Someone's 300 cheated achievements won't make your legit ones less worthy.
That's what anticheat programs are for. And not everyone who says uses cheats actually do. It's a trolling tactic as old as time to say you're using cheats to trigger a newbie.

It's a bonus feature I suppose. Regardless, we all play fair. So you should not be discouraged because of it.
as i have said in another thread
i used sam because there was no way to turn the damn things off
we can now, so not that big of a deal to me
i also cheat in many single player games
if either of those seem like a spit in your face, that is on you
i also do not go "flexing" about it, though
i would not be adverse to some kind of mark that shows sam was used
seeing as how they cannot tell it was, i am not sure how that would work
maybe steam can come out and say it is fine to use then sam devs can make it visible

Achievement percentage and how many people got that achievement shouldnt matter either.
Note: the only games that cheating actually affects other players are games where you play with or against said cheaters. If you are mad someone used the Steam Achievement Manager on a single player game then I might suggest a visit to your friendly neighborhood therapist who will hopefully tell you there are far more important things going on in your life that are far more important then this.
Good luck to you getting past this seeing as cheating has been happening for centuries anyways.
Its not only issue with steam these days- Scammers flood, there is A WAVE of scammers all doing same scam and nothing is done to them after delivering proof to steam support or after reporting. Before you advise someone to see a therapist, use what's left of your brain and assess whether I really appreciate the seriousness of the problem, for me it's not a deadly serious problem, just a minor misunderstanding that needs fixing, just like small bugs in game that need to be fixed.

beyond what they do, mind you, and that will not be so draconian no one would play?
it is the balance they have been having to work with since online gaming
report the ones you think are cheating
it could be they are not and you were mistaken
if they are openly saying they are, make sure to point it out
and above all, be polite when doing all of this

don't worry about how others got theirs
just revel in your accomplishment
Otherwise people would simply weaponize reports. Like for example reporting you en-masse until you get a ban because you were mass reported.
There's a pretty watertight method to get rid of all cheaters. I don't think you'll like it though.
Steam is good for single game experiences, especially horror, or for titles with a maximum of 4/8 participants among friends in barotrauma style, the future commandos perhaps.
You don't need too powerful hardware to run the best titles. Maybe the next GTA will be realistic, but not necessarily one of the best titles.
