Since I'm pretty sure you just completely miss named your question, I use Irfanview to paste my screen shots. It is an extremely lightweight program and you don't need anything fancy just to paste screenshots and save them.
There is a crop feature in it that I love. You just remove part of the image depending of what you want to do.
It's called "Snipping Tool"

ShareX is good. It's free, open source and has nice features like automation. For example you can make it OCR the screenshot and save the result to clipboard as text.
Are you talking about capturing videos or screenshots? For videos just use your gpu software, both AMD and NVIDIA have their own video recorder and yes it can be used outside of games.
For screenshots, lightshot is awesome. Convinced people at my work to get it. Can easily crop, write text, draw basic shames on top of the frame you hit prntscr on.
As for videos, I do the barebones geforce overlay, win + g, record feature.
