I like Project CARS 2 for on-track semi-sim semi-arcade racing, but it's been delisted.

You can look into the third installment which many people think is far too casual compared to 2, but the important thing is that it is fun for you:

If you feel brave, you can look into finding a steam key for Project CARS 2 if one still exists from authorized sellers.

Also, look into the GRID games. They are also a great mix of arcade and serious racing, albeit that some of the first games in that series are now delisted.
