Something can go years on the front page without being touch, and something else might offend some rando mod and get instant banned.
And even game rated T for Teen regularly have porn uploaded to their community hubs without repercussions.
I don't believe there is a rule for it. It's just ridiculous.

You cannot use a word such as "mature" for content. Because content is not a living being, and it cannot be mature or immature, because it doesn't grow, and it is not alive.

In my opinion "mature content" simply means that it's not childish. So unless you post something stupid or unrefined, it could be mature content.
Mature content doesn't mean that it's harmful for a 3-year old to look at. It just means that it's not made for 3-year olds. Meaning, if you're looking for something made for a 3-year old, it's probably not that. Not because it's dangerous for kids, but they may simply have difficulties understanding or playing it. Because it uses complicated words or themes.
Reporting pornography to me won’t achieve much.
Also, anyone on a steam community hub for a mature rated should be at least 17yo.
If not, then at least be honest with parents about the game. If they approve, then you still need to understand that if you're on the internet discussing a mature rated game, you will likely run into more adult oriented conversations, and all that content is not rated by the ESRB. They always put a disclaimer on online play
