Stealth, shooter, weapon customization

I am currently looking for a game with all of these tags. I have searched through steam dozens of times and cannot find a game that satiates my urge for this genre. I have played MGS5 and feel that the map is too big and there's too much going on. I have played all of the sniper games (Elite and Contracts) and I have played the Ghost Recon games (Wildlands and Breakpoint). I have also played the Hitman games. They are all very good, but do not satisfy my Stealth wishes. I thoroughly enjoy the stealth mechanics of Ghost of Tsushima. I would love to find a game that incorporates the Mechanics of GoT except with guns. Fallout 4 has great weapon customization, but does not have the gunplay that I am looking for. Homefront: The Revolution has what I am looking for, but sucks overall. haha. Maybe I am being too picky. If anyone has any suggestions, I would love to hear them. Thank you!

I have played a few of the SC games. For the most part, they feel too sluggish to me. I have seen gameplay of some that look like they have cool mechanics. Which one would you recomend?

The first games are kinda sluggish, yeah. I'd recommend Conviction.
