Try a different download server. The issue is not on my computer and Steam client.

Again, try different download servers. If the issue persists, it might be due to the ISP.

this game is a pain in the ass this season, I'm sick of trial&error ♥♥♥♥, ♥♥♥♥♥♥ fix it steam....
I dont know ♥♥♥♥ about download servers here on steam, I start the app and it takes ♥♥♥♥♥♥ AGES and then it stops at 27MB.

I'm out reading a ♥♥♥♥♥♥ book, this gives me A ♥♥♥♥♥♥ heart attacks and aids....

Go to your settings and change the download region. Try a different server. As said, if that doesn't provide a boost, it very likely is an issue with your ISP. It could well be that the latter is a tad overloaded in your area now.

Shouting "Fix it Steam" will not make any difference.

This is a user forum, all statistics show that everything is online and my own test showed the correct download speeds for Steam.
