Harassment is allowed if it's subtle enough, Insults are allowed if it's subtle enough, threats are allowed, Trolling and bating arguments is allowed, discrimination is allowed all the time, Bypassing word filters happens all the time, and Public accusations towards others happens all the time.
Yes, it is not relevant to the discussion, and probably a little bit tongue in cheek fun against you.
I probably would have just ignored it, though, and report if you feel like it - something might or might not be done.
Such people love this kind of attention.
Also remember, irrelevant and joke answers abound in Steam, even in game forums...
To be quite frank, I think that rule was pushed into existence by cheaters and hackers to avoid entire communities finding out about them and thus blocking them thus preventing them from being able to ruin any games with their hacking/cheating to win.
