Isthereanydeal has recently revamped their website and made it worse (in my opinion), but the page I linked does give the lowest price seen on each shop.
Using the "History" tab and the "Price Details" inside, we can see that the Steam Store had a better sale during the Christmas sale, as it was only €0.99. During the spring sale that just ended, their price was worse, at €2.99

As for Indiegala, isthereanydeal only lists proper shops. No scam sites.
Btw, when looking up PayDay 2 just now to get the diagram link, I noticed that Indiegala also has a "legacy collection" with some DLCs on sale: https://isthereanydeal.com/game/payday-2-legacy-collection/info/ I'm not going to type out all the details here, though -- isthereanydeal is a public site :-)
also do you know if payday 2 has any heists that come included with it? its just that ive noticed an ungodly amount of dlcs
