GPU pushing frames = fps.
Cpu limit cap of frames.
If GPU is 100% it means it working to it fullest, giving max frames it can give you.
If the GPU is lower than 100% then not working to fullest, example you said 40 - 60 that means you only get half the performance let say at 100% get you 100 fps, at 50% you be 50 fps. Now there couple reasons why it not being at 100%, either A) game not optimize well to having unstable performance, B) Certain parts of the game does not need much performance such as game menu, and etc which it limits, and remove limit when get into the actual game match, C) If your CPU hitting 100% then means game too demanding for your CPU to process things so can't make full use of your GPU as you need turn processing settings down like shadows, reflection, or etc...
Another trick is to make sure your drivers are up-to-date and to close any background applications that might be hogging resources. It also wouldn't hurt to check your system's temperature; sometimes overheating can cause these performance drops. As a last resort, I tried using an HWID spoofer for some additional stability, and it surprisingly helped.
