if your CPU throttles due to heat, it causes crashes ..
Because you've tried a fresh install of both 10 and 11, it's unlikely to be a software issue (unless you're installing junkware immediately).
So seeing as it only happens in "newer" titles which are generally more demanding than older ones, my first guess would be an issue with the power delivery to one or more of the components. Perhaps your PSU is faulty or just isn't powerful enough.
Recommended PSU for a 4090 is 850-1000W and on top of that, the 14900K is one of the most power-hungry CPU's out there too.
Do you have multiple sticks of RAM, possibly overclocked?
I.e OC'ing the CPU's memory controller.
