Market Hold = bull****
This is ridiculous.

Trade hold was bad enough.

Now for market sales too?

I do not own a smartphone (*dumbphone) nor do i ever want one. How is this fair. Since when has a requirement for CSGO and other games required a ******* smartphone????

Why should i go out of my way to purchase a government tracking device so i can sell virtual items on a PC ?

WTF is this?

I'm startign to question valve. What agenda do you really have? You seem to be in the same boat as google and facebook. Forcing people to use this smartphone bull****. IT is cancer.

For the argument of account security.... if someone is dumb enough to lose their account that is THEIR problem. NOT MINE. I haven't been hacked or phished ever since i stopped using windows almost a decade ago. The smartphone infrastructure is just as bad as windows. It is full of malware. So if i go and get a mobile phone, and had a few apps -- and authenticated my steam account with the "steam guard" am i not more likely to get phished or hacked due to the malware that is rampant on android and IOS advertising spam which is plagued over the entire smartphone world?

This is just absolutely ♥♥♥♥♥♥♥ stupid. What is wrong with you.

Has Valve gone too far?
I mean, they already added trade holds and mobile authenticator, and now on march 9th, there will be mobile authentication for the steam market, whats next, chat holds? friend holds? ♥♥♥♥♥♥♥ download holds? I think i'm just about done with Steam. No matter how much I love PC gaming, this is starting to piss me off. I don't really trade or use the market, but just the fact this is happening is ♥♥♥♥♥♥♥ rediculous. Oh, hey, maybe there will be discussion holds too.

No, but seriously, if you get scammed it's your fault, people with a brain shouldn't be punished for other peoples ♥♥♥♥♥♥♥, I don't even own a ♥♥♥♥♥♥♥ smartphone.

Congratulations Valve, you pissed off the Steam Subreddit Community: https://www.reddit.com/r/Steam/comments/48jj1m/news_security_and_trading_update/
Again, why can't this be a ♥♥♥♥♥♥♥ option!? http://steamcommunity.com/sharedfiles/filedetails/?id=564707078&tscn=1449330433
Why does every Steam user that aren't stupid enough to get theirselves scammed easily have to suffer this kind of punishment?
There are people who doesn't have a phone and doesn't even need one while there are people who has a phone but it's a Windows phone that Valve did not released a Steam Mobile App to.
Imagine if you're new to Steam, would you consider this Escrow feature 'new-user friendly'?
You might not even bother and just use Origin instead - at least they give out free games monthly. (And its the only way for me to play Sims 2 UC)

And I quote "15 ♥♥♥♥♥♥♥ DAYS?"

Yeah, I was fine with the email thing, but I live in a town with no cell service, so I don't even own one.

Trading and Market Restrictions
Types of Restrictions

Recently Cancelled All Outstanding Trades

If you choose to cancel any of your outstanding trades, you will be restricted from trading for 7 days.

Limited User Accounts

Limited users are prevented from accessing several features on Steam. We've chosen to limit access to certain features as a means of protecting our users from those who abuse Steam for purposes such as spamming and phishing.

Please see the Limited User Accounts article to learn more.

Newly Authorized Device

If you are logging onto Steam from a device that has not been Steam Guarded for 7 days you will not be able to trade or use the Community Market from this device for 7 days. Any other devices that have already been authorized for 7 days will still be able to trade and use the Community Market.

Actions such as clearing your web browser cookies, using a new web browser, reinstalling Steam, and reformatting your computer will trigger this restriction.

If you have had a Steam Guard Mobile Authenticator on your account for at least 7 days, there will be no trading or Market restrictions for using new devices/computers.

Steam Guard Not Enabled

We require Steam Guard to be enabled for 15 days to help protect your items and Steam Wallet funds from being misused by someone who may have illicitly obtained your password. If you have not had Steam Guard enabled for 15 days, you will be unable to trade or use the Community Market. Accounts that currently have Steam Guard disabled will be unable to trade and use the Community Market.

Steam Guard Only Recently Enabled

If you have recently enabled Steam Guard on your account, you will be unable to use the Community Market for 15 days since Steam Guard was enabled. Deauthorizing Steam Guard or disabling then enabling Steam Guard will also trigger this restriction.

Recent Password Reset

If you reset your password, you will be restricted from trading and the Community Market for 7 days. If your account has not had any activity for more than two months, these restrictions will apply for 30 days. We do this to help protect users who lose access to their email account. Note that this does not affect password changes, only password resets.

Newly Added Payment Method

Only items and games that are purchased with trusted payment methods can be traded immediately; otherwise there is a 5 day cool down before they can be traded. The Community Market will also be unavailable during the cooldown. Any payment method that has been verified using the card ownership verification tool is considered trusted. Click here to verify your credit card and gain access to the Community Market sooner. Verification amounts are sent to your bank in the currency that appears in the Steam store. If your bank converts the charges into your local currency, please contact them for the pre-converted amounts.

Purchase Limitations

Your account must have a successful purchase older than 30 days, but not older than a year in order to access the Community Market. The purchase of wallet funds, games, DLCs and software meet this requirement. Retail CD key activations and gift purchases do not satisfy this requirement.

Current Trade or Community Ban

You also may be unable to trade or use the market if your account has been banned from trading by Steam Support. Depending on the severity of the violation, you may receive a temporary or permanent trade ban.

VAC Ban

If a VAC Ban, cooldown or overwatch ban has been registered on your account, you will no longer have access to the CS:GO store, or be able to make trades for CS:GO items, and you will no longer receive item drops.

Steam Support cannot remove a VAC ban.

See the VAC FAQ and the I've Been Banned article to learn more about VAC Bans.

Invalid Cookie

In some cases, the Steam Community Market is unable to read your browser's cookie. In most cases, logging out of your Steam account and logging back in will resolve this. If this doesn't fix the issue then you may be running a program or browser add-on that is interfering with Steam's cookie (click here to learn more about this issue). In rare cases you may have to try another browser or delete the Steam cookie from your browser; however, this will likely result in a new device restriction (see the Newly Authorized Device section above).

Recent Self Refund

If you have issued a refund on your Steam account to your Wallet, you will be restricted from using the Community Market for 7 days while the funds are verified.

Email Change

Changing your account email address will prevent trading for 5 days.

Game Specific Cooldowns

Items purchased in-game or on the Community Market will not be tradable or marketable until after the date indicated.
Timed drops from Dota 2 are not tradable or marketable.

^^^^^
As is stated steam market is not limited by having a phone or not, you can use it when you have the STANDARD (non-mobile) steam guard enabled.

And it is stated below as well.
vvvv

What is Steam Guard and how does it help me?
Steam Guard is an additional level of security that can be applied to your Steam account. The first level of security on your account is your login credentials: your Steam account name and password. With Steam Guard, a second level of security is applied to your account, making it harder for your Steam account to fall into the wrong hands.

When Steam Guard is enabled on your account, when you login to your Steam account from an unrecognized device you'll need to provide a special access code to verify it's your account. Depending on your Steam Guard settings, you'll either receive an email with the special code or you'll get it from the Steam Mobile app on your smartphone if activated.

If the Steam Guard Mobile Authenticator was not enabled on a user's account, it was still possible for a hacker to quickly liquidate a user's inventory through the Steam Community Market. To further protect users who haven't enabled the authenticator, holds will now also apply when you list items on the Steam Community Market.

It then becomes Valve's problem as they have to recover the account and items. That costs time and money.
