Also, play games that involve a lot of team efforts and cooperations. I made like 40 friends in 2 days from playing Payday 2. (Which I hadn't sent any invites)
Make sure you don't have too many friends. I used to have around 180 friends but I didn't know most of them. This is bad because, well, they aren't really friends if you don't remember them well. I cleared them down to 7 friends that I knew and talked to.
Just make sure you keep in touch with your Steam friends or they'll change really fast and you'll both forget eachother.
OR, just spam "Friend ME" posts all over each forum. You'll get all the "friends" that way. ;)
