Looking for a Very Specific Racing Game

I would like to find a racing games with some very specific features including:

powerups(either build in or pickups)
bit unrealistic driving(includes jumps and stuff)
multiplayer
weapons(part of powerups)

Games that i recall have been made with some of these features are:
Skydrift, Mario-cart, Jak X.

The game/games needs to be of some graphical quality and doesn't necesarily need to have been released yet.

Sonic All-Stars Racing (posted before) could be what you are looking for. It is very funny, brings multiplayer and the same fun like mario kart.

Also i already own Rocket League and i love it, not what im looking for, but i still love it ;)

About Gas Guzzlers, it has the weapons part, but according to what i've heard, there isn't much jumps and the multiplayer part doesn't have many online people, so it requires all your friends to buy it as well. (Correct me if im wrong)
