Who do I talk to if the "support" team refuses to look into my issue?

I've been in contact with Steam support over the last week or so regarding Scotia Bank Visa Debit cards not working in the Steam store. Steam blames the bank, and the bank blames steam. Based on the communication I've received from both sides (as well as general logic), I have to side with the bank.

This is the "help" I received from Steam support:

Nothing but cut/paste (if not automated) replies that don't address my issue at all.

Something is broken, and they outright refuse to acknowledge it, let alone fix it.

Who polices the police in a situation like this?

Not sure if it counts for all debits card but believe they don't work on the internet. Unless you used it somewhere else on the net. But honestly its hard to figure out who problems it is.

Fair assumption, but I've confirmed that Steam accepts Visa Debit, and I've used it on many other sites. It wouldn't be hard to figure this out if someone would bother to try. It seems it's just not worth their time.

Unfortunately there is nobody beyond support you can ask. If you have other payment methods that do work they have even less incentive to try and work out why this specific payment method won't.

They do. My TD debit card works fine on here.

You got your reesponse on reddit

Talk to your bank. They're refusing the charge because it's flagged on their end

Steam only sees what the bank tells them. And the bank is telling Steam the account is flagged.

Call the bank because they're the ones blocking it. Not Steam.

In Canada (not sure how common it is in other places) we have visa debit which is basically a debit card linked to your chequing account that works like a visa for online purchases. It's supposed to work anywhere visa does.
