Can I buy DLC as a gift? (Answered, thanks for your time)

I'm wondering if I can purchase DLC for a friend as a gift, the same way one buys games as gifts through the steam store. They have the base game that the DLC requires, but I don't. It's Borderlands 2, if it matters and they're in the UK while I'm in Canada. Any help would be greatly appreciated.

Yes, DLC can be purchased as a gift. If there are any region restrictions you will be notified before finalizing purchase. I doubt the UK has limitations on that game.

Tailored bundles can only be purchased for your account. They remove any entry you already own and give you a cheaper price for it.

Those are not giftable.

My friend said he is going to gift me the civ 6 platinum pack but i already have civ 6 (without platinum packs). Can this be done on steam?
